Florida’s built environment presents engineering challenges unlike those found anywhere else in the country. The combination of coastal exposure, hurricane-force wind loads, high humidity, and aging concrete infrastructure demands specialized knowledge and ongoing vigilance. The tragic 2021 collapse of Champlain Towers South in Surfside accelerated a wave of legislative reform — most significantly Florida Senate Bill 4-D — that has reshaped compliance obligations for thousands of condominium associations and commercial property owners statewide. Our Engineering Services

Milestone Inspections

Florida Senate Bill 4-D created a mandatory Milestone Inspection program for condominium and cooperative buildings that are three stories or taller. These buildings must undergo a Phase 1 inspection by a licensed engineer or architect when they reach 25 years of age — or 30 years if located more than three miles from the coastline — and every ten years thereafter. The Phase 1 inspection is a visual assessment of the building’s structural components. If the Phase 1 engineer identifies conditions warranting further investigation, a Phase 2 inspection is triggered, which may include destructive or non-destructive testing to evaluate the extent of any structural deterioration.

M2E performs both Phase 1 and Phase 2 Milestone Inspections for condominium associations and property owners throughout Florida. Our engineers produce detailed written reports that satisfy the statutory requirements, are submitted to local building officials on schedule, and give building owners a clear picture of structural conditions and any remediation that may be needed. Early engagement with an experienced engineer is essential — deadlines under the law are firm, and non-compliant associations face escalating penalties.

Structural Integrity Reserve Study (SIRS)

Florida SB 4-D also established a new category of reserve study — the Structural Integrity Reserve Study — that is distinct from the standard reserve studies associations have long been required to conduct. A SIRS must be completed by a licensed engineer or architect and must address nine specific structural components: the roof, load-bearing walls, floors, foundation, fireproofing, fire protection systems, plumbing, electrical systems, and windows and exterior doors. The study establishes both the remaining useful life of each component and the funding necessary to repair or replace it.

For many condominium associations, the SIRS will require a significant adjustment to reserve funding — and fully-funded reserves for structural components are now mandatory, not optional. M2E prepares SIRS reports that are compliant with Florida Statute 553.899, clearly reasoned, and directly coordinated with the findings of any Milestone Inspection we have performed for the same property. Associations that need both a Milestone Inspection and a SIRS benefit from engaging a single engineering firm to perform both, reducing redundancy and ensuring consistency between the two documents.

40-Year Building Recertification

Miami-Dade County and Broward County each operate 40-year building recertification programs that require certain buildings to undergo both structural and electrical inspections when they reach 40 years of age and every ten years thereafter. These programs predate the Surfside tragedy and represent a longstanding commitment to building safety in South Florida. Failure to comply can result in unsafe building notices, fines, and even building closures.

M2E engineers have performed hundreds of 40-year recertification inspections across Miami-Dade and Broward. We assess the structural adequacy of primary framing members, slabs, columns, and façades, as well as the condition of electrical systems, and we prepare the inspection reports required for submission to the applicable county building department. Our familiarity with each county’s administrative process helps ensure that the recertification moves forward without unnecessary delays.

Forensic Engineering

When a structure fails, a component deteriorates unexpectedly, or damage occurs under circumstances that are disputed or unclear, a forensic engineering investigation is the appropriate tool for determining what happened and why. M2E’s forensic engineers conduct systematic investigations that include site observation, materials testing, document review, and engineering analysis to identify root causes and assign responsibility with a defensible technical foundation.

Our forensic work covers a wide range of structural and systems failures: concrete spalling and corrosion, post-tension cable failures, water intrusion through facades and roofing systems, slab deflection, foundation settlement, hurricane damage, and construction defects of all kinds. M2E produces forensic reports that meet the evidentiary standards required for insurance claims, dispute resolution, and litigation, and our engineers are prepared to defend their findings in deposition and at trial.

Construction Litigation Support

Construction disputes — whether between owners and contractors, developers and purchasers, or insurers and insureds — frequently turn on technical engineering questions that require expert analysis and credible testimony. M2E provides litigation support to attorneys representing all parties in construction defect cases, insurance coverage disputes, and contractor claims. Our engineers are experienced expert witnesses who can distill complex technical matters into accessible explanations for judges, juries, and arbitration panels.

M2E’s litigation support services include pre-suit inspections under Florida’s Chapter 558 notice and opportunity to cure process, expert reports, trial and deposition testimony, and review of opposing expert reports. We work closely with legal counsel to ensure that our findings are presented in a manner that advances the client’s position while maintaining the objectivity and professional standards that give expert testimony its credibility.

Condominium Services

Condominium associations in Florida face a uniquely demanding regulatory environment, and M2E has built a practice around serving their needs comprehensively. Beyond the Milestone Inspection and SIRS requirements that now apply to virtually all multi-story condominiums, associations routinely need turnover inspections when control passes from developer to unit owners, reserve studies, façade and balcony assessments, and engineering support for repair and restoration projects.

MEP Engineering

Mechanical, electrical, and plumbing systems are the functional core of any building, and their condition and design have direct implications for safety, code compliance, energy performance, and operating cost. M2E provides MEP engineering services for both new construction and existing buildings, including system condition assessments, design for renovation and replacement projects, and MEP components of Milestone Inspections and 40-year recertifications.

Our MEP engineers work in close coordination with M2E’s structural engineers and with outside architects and contractors to deliver integrated solutions. Whether a property owner needs a full MEP assessment as part of a comprehensive building evaluation or targeted design services for a specific system replacement, M2E has the in-house capability to support the project from assessment through construction documents.

Concrete Restoration

Concrete deterioration is among the most common and consequential maintenance challenges facing Florida building owners. Salt air accelerates the corrosion of reinforcing steel embedded in concrete, leading to spalling, cracking, and — in advanced cases — structural compromise. Post-tension cable systems, which are prevalent in Florida construction from the 1970s onward, introduce additional risks when cables are damaged by corrosion or improper repair methods. Waterproofing failures at decks, balconies, and parking structures compound these problems by allowing moisture to penetrate and accelerate deterioration.

M2E engineers assess concrete conditions, design repair specifications, and provide construction administration for restoration projects. We work with qualified restoration contractors to ensure that repairs are executed in accordance with the engineer’s design and that completed work meets the intended performance standard. Proactive engagement with a structural engineer before concrete deterioration becomes severe is nearly always more cost-effective than deferring repairs until conditions require emergency intervention.
